What Is Special Needs Equal Opportunity ESA?

Montana's ESA is a reimbursement-based program exclusively for students with disabilities under IDEA. Parents pay for approved expenses and submit receipts to OPI for reimbursement, rather than spending from a prepaid digital wallet.

Program status: Following ongoing litigation (Montana Quality Education Coalition v. State of Montana), Montana's ESA program is currently paused for new enrollment. Currently enrolled students continue receiving reimbursements through June 30, 2026; availability beyond that date depends on the court case. Confirm current status directly with OPI before relying on this program.
